Kieron Hendicott has more than twenty years’ experience in infrastructure strategy, capital governance and complex built-environment reform. He has held executive leadership roles within state infrastructure institutions in New South Wales and Western Australia, advising Premiers, Ministers, Cabinet, Boards and senior executives on high-value and politically sensitive investment decisions.
As Deputy Chief Executive and Acting Chief Executive of Infrastructure Western Australia, he led development of the State Infrastructure Strategy and advised Cabinet, Ministers and the Board on whole-of-state priorities, capital risk and institutional reform. The role included independent appraisal of major investment proposals across a capital portfolio of more than $100 billion.
He was previously Acting Chief Executive of the Northern Rivers Reconstruction Corporation, appointed to lead Australia’s largest climate adaptation and infrastructure recovery program following catastrophic flooding in Northern New South Wales. He reset and accelerated the $700 million Resilient Homes Program, established the $100 million Resilient Lands Program, and led the organisation’s transition into the new NSW Reconstruction Authority.
At Infrastructure NSW he was Executive Director, Strategy and Investment Assurance, responsible for statewide strategy, capital prioritisation and investment assurance across the State’s $250 billion capital program. He co-designed and implemented the Infrastructure Investor Assurance Framework, designed and oversaw infrastructure-led economic stimulus packages in support of state recovery objectives, and delivered nationally recognised resilience and smart infrastructure frameworks. Earlier roles at Transport for NSW and in consulting practice in Australia and internationally centred on integrated transport and land use strategy and major urban investment.

Strategic advice to a central government agency on a new investment decision assurance policy for centrally funded investments. Eastpoint provided initial advice to guide development of the framework, advice on sustaining the influence of assurance over time and building towards portfolio-level risk intelligence, and review of the draft policy with advice on its design and implementation, to ensure that the approach is fit for purpose in a sovereign context.

Advice on the development of the detailed business case for a bus rapid transit corridor seeking Commonwealth funding. Eastpoint established the business case logic, interrogated the development approach against Commonwealth requirements, recommended a progressive investment decision pathway, and set out an integrated transport and land use modelling approach to support the economic case.

Masterplanning input to the transit-oriented redevelopment of a town centre, including an outline sustainability strategy to guide the investment decision and master plan. The strategy set a vision, target outcomes and strategic objectives across nine themes, spanning community, health and cultural identity, local enterprise, inclusive economy and public revenue, urban nature, climate action and sustainable living.
